Yes, in most cases. Florida Statute 553.79 and the 2023 Florida Building Code (Section 107.1) require that construction documents submitted for permitting be prepared by and bear the signature and seal of a licensed engineer or architect of record where such preparation is required by Chapters 471 or 481, Florida Statutes. This applies broadly to commercial projects and to residential projects of sufficient complexity, including structural, MEP, and fire protection systems that exceed the scope of contractor-designed and contractor-certified work. Exemptions exist for certain one- and two-family dwellings, minor work, and specific contractor-installed systems where Florida law permits contractor certification in lieu of sealed documents.
